4. Speaking.

Teacher: You are divided into 3 teams: Americans pupils; British pupils; Russian pupils. Your hometask was to study health care systems. Now let's begin our video - meeting. First we would like to know about medical insurance in Great Britain, America and Russia.

English pupil 1 (EP1): In Britain, medical insurance is organized by the government and is compulsory, while in some other countries it is not.

T: And what about Russia.

RP1: Because of the central organization of the health care system, medical insurance in Russia is compulsory.

T: And what about America?

AP1: America has private insurance - based system.

T: How much money does Britain spend per person on health?

EP2: Despite the shortage of money, the system of medical care works well. The country doesn't spend a lot of money per person on health care. The British spend a small proportion of their wealth on health service, because of its simple administration.

RP2: Despite the shortage of money, the work of the public health service is rather good.

AP2: I think that in many ways health care system is a wonderful system, but in many other ways it is a catastrophe. You know that the USA is one of the most developed countries in the world, but it does not provide health care for all.

EP3: As far as I know, Britain with its popular state funded NHS spends only 7% . And what is the per cent of GDP on health in America?

AP3: America spends 14% of GDP on health. They say that when the world's rich want the best treatment money can buy, they usually go to the USA. Small wonder, most new medical techniques and technologies become available in America before anywhere else.

T: You know that America has no public health service, so most people have private health insurance. And what about GB?

EP4: Although Britain has public health care, it has a private sector too. The biggest is BUPA (British United Provident Association), the largest private health insurance company. It was formed in 1945. About three million people, 5% of the population, use BURA. But because of the central organization of public health care there is little cooperation between public health care service and the private sector.

T: And what about Russia.

RP3: Yes, we have a private sector too. But because of the central organization of the health care system there is little cooperation with the private sector.

EP1: Can Russian hospitals provide high-cost care for those who can pay?

RP4: Yes, sure. Because of the quality of the private health care many our hospitals provide high-cost care for those who can pay.

Despite the fact that some private physicians get a fee for each patient's visit, many Russian physicians are on a salary. Although public health care is not bad, private health treatment is considered to be better.

T: And poor people. How do they get good medical care? For example, in America.

AP4: They receive medical care through social programmes. They are Medicare which is intended for people over 65 and the disabled, and Medicaid which is available to the poor.

T: Can a poor man get good medical care in Britain?

EP5: In spite of being poor, you can get good medical care in Britain too. The exceptions to free medical care are teeth and eyes, though even this care is available to large numbers of people who do not have to pay.

T: And what about Russia?

RP5: Poor people in our country can get free of charge treatment though the quality of the public health care is low. People have to wait to be operated on for many years because of the financial problems in the public health service.

5.The conclusion of the lesson. T: Thank you very much for your information and for your wonderful participation in this meeting. It's time for summing up. What group was the most active in the meeting? Who is the most active participant? What did you like in American (Russian, British) health care system? Negative and positive points of view.

Home tasks.
